My 2 cents: Relatively simple – these two and most around Trump put up with his crap for one reason: They all hope they never get caught, and if they do, deny, deny, and deny. In the end they are not held accountable and thus they keep up the same crap with the same tune and very little format.

Shame on us but mostly shame on the Republicans now serving in Congress who are scared to death of Trump and his wrath since he basically controls the GOP right now, and they are worried sick about his power over party thus power over them during in the November elections.
